County says rumor of Kroger at Zion Crossroads unfounded

A Facebook rumor spread quickly across Fluvanna and Louisa counties the weekend before Christmas, claiming a new Kroger grocery store was being planned for Zion Crossroads near the proposed Wawa site.

County officials say that, as far as they know, that is not the case.

“At this time, there is no confirmed plan or application for a Kroger store to be located next to the Wawa,” said Economic Development Director Jennifer Schmack. “If that changes in the future, any new development would be communicated through official channels.”

Supervisor Tim Hodge (Palmyra) also said he was unaware of any negotiations or plans underway at the site. 

Hodge added that the Board of Supervisors has signed no new non-disclosure agreements since the Amazon “Project Hoops” NDA in June.

Kroger, a national grocery chain, has announced new store openings and investments in select markets across Texas, Kentucky, and the Carolinas in 2025.

In Virginia, the company has begun work on new or updated stores in Harrisonburg and Mechanicsville, while closing stores in Charlottesville and Abingdon this past summer. 

While future development plans can change at any time, there is currently no indication that a Kroger store is planned for Zion Crossroads. 

The company’s Mid-Atlantic Division, based in Glen Allen, did not respond to a request for comment before press time.
