The Fluvanna County Sheriff’s Office is asking the public to come forward with information after the arrest of a West Virginia man accused of child abuse offenses involving Fluvanna County children more than a decade ago.
Investigators say they believe there may be additional victims connected to Randolph Scott Garr, of Weston, West Virginia, who may have had access to children in multiple states and jurisdictions.
According to the Sheriff’s Office, Garr has lived in or spent significant time in Central Virginia, Halifax, North Carolina, and the Buckhannon area of West Virginia.
Anyone with information related to crimes against children or child exploitation involving Garr is urged to contact investigators at 434-589-8211.
The investigation began in July 2025 after the Sheriff’s Office received allegations involving physical and sexual abuse of children who were residents of Fluvanna County approximately 12 years ago.
Investigators identified Garr as the suspect, and in April 2026, a Fluvanna County grand jury returned four indictments charging him with sodomy with a victim younger than 13, strangulation resulting in injury or wounding, and two counts of child cruelty.
On May 8, investigators with the Fluvanna County Sheriff’s Office, working with the West Virginia State Police Violent Crimes Task Force and Troop 3 Weston Detachment, arrested Garr at his residence without incident.
Authorities said Garr is being held pending extradition to Virginia.
The Sheriff’s Office thanked both the Halifax County Sheriff’s Office in North Carolina and the West Virginia State Police for assisting in the investigation.
Officials emphasized that the investigation remains active and ongoing and encouraged anyone with information regarding crimes against children or suspected abuse to report it immediately.
