Aqua America names new Virginia president

As president, Becker is responsible for the utility’s overall operations including water resources, production, distribution, water and wastewater treatment, quality, maintenance, construction, and customer growth. Aqua Virginia provides water and wastewater service to about 84,000 people in 26 counties throughout Virginia.

Before becoming the interim chief operating officer of Aqua Virginia, Becker had been the controller of Aqua North Carolina, Inc. since he joined the company in 2009

Tim Castillo was promoted to manager of operations for Aqua Virginia. In this new position, Castillo has direct oversight of statewide operations including environmental and safety compliance, cost containment, and continuous improvement of service delivery. Castillo previously was area manager of the utility’s western division, where he managed water and wastewater plants and oversaw distribution for about 39,000 residents.

Before joining Aqua Virginia, Castillo was executive director of the Nelson County Service Authority in Lovingston, Virginia, where he managed all aspects of water and wastewater facilities serving five communities in Nelson County. He was previously director of utility services in Bristol, Tennessee.

He is a former president of the Virginia Water and Wastewater Authorities Association and served on the board of directors for the Virginia Rural Water Association.
