Kent Loving was a native of Fluvanna County and graduated from high school here followed by his studies at Virginia Tech. He began his public service by serving on the Board of Elections, the Fluvanna School Board and then the Planning Commission. He then sought election as Fluvanna’s Commissioner of Revenue and was elected four times to that position, serving a total of 16 years. Part of that service included the period of very rapid growth in the early 1990s when the information provided each year to the Board of Supervisors by the Commissioner of Revenue was vital to the annual budget process.
He was a successful farmer, owner of a local tax service and president of the Fluvanna Farm Bureau. He was joined in all these activities by his wife, Harriett, who shared his love for this county and its people. He placed his own property, Granite Hills, under a conservation easement and encouraged others to do the same with their properties.
Kent Loving was a courtly gentleman. He was almost always dressed in a coat and tie when he left Granite Hills. To me he represented the very best of Fluvanna’s traditions and commitment to the people of this county. I feel privileged to have known him.
