Who among the Board of Supervisors has researched the effectiveness/diverseness of merit bonuses? Who sets the reward criteria? Do pay incentives support collaboration or undesirable competition? These points have not been addressed. Fluvanna has enough debt and does not need additional expenses that could support cronyism and favoritism. Using the word communist out of context and as a slur directed at an U.S. Army veteran is an insult not worthy of an elected official.
