If this relationship continues, there will be no more parks; no raises for teachers; no local shopping centers; and no health facilities nearby; unless the tax rate goes up. No matter what route the water line takes, there will be people who will object. We must come to grips with a logical and cost effective route to bring water into Fluvanna County while listening to the concerns of landowners and minimizing their impact to this project.
After I left HUD, I went to work for the city of Stockton, California where I was the community development director and the assistant to the city manager. Each proposed development that came into Stockton went through the same process of critical community discussions. In the end, routes were selected and the benefits that came into the county benefited all for years to come.
