Some say that people are more important than dogs. While I debate that, I know that the happiness of people who own dogs is as important as the happiness of runners, horse riders, and cyclists. Unfortunately, a couple of bad dog owners seem to have let their untrained animals hurt or frighten people. At one of the parks & rec meetings I attended, the fairest solution seemed to be dividing the trails between on-leash and off-leash.
In a perfect world, nobody would be afraid of a happy dog (or three) running up to her. And no untrained dog would be allowed in a public place. I hope we can all continue to share this wonderful place.
